Mary W. Carter
Ms. Carter obtained her B.A. degree at Smith College in Northampton, Massachusetts in 1964, and earned her J.D. from the University of Houston Law Center in 1986. Prior to attending law school, she worked in the investment and banking industry.
Since joining Mr. Blackburn's law practice in September 1986, Ms. Carter has represented clients in regulatory and administrative proceedings and contested hearings, and has worked extensively on environmental litigation involving interpretation of federal statutes.
Additionally, Ms. Carter has co-authored publications with Mr. Blackburn in the area of owner and lender hazardous waste liability under federal environmental statutes, citizen participation in the Superfund process and agency proceedings, as well as a publication on Galveston Bay comprehensive environmental impacts.
She is a member of the State Bar of Texas and the Houston Bar Association. She is past chair of the Environmental Section of the Houston Bar Association and was a member of the executive committee of the State Bar environmental and natural resource section.
Ms. Carter is licensed to practice law in the United States District Court for the Southern, Eastern and Western Districts of Texas and the United States Court of Appeals for the Fifth Circuit.
Ms. Carter is active in several local environmental organizations.
